- Expert round table
The discussion will consist of aspects such as the methodology for visits to a detention facility, what types of detention facilities exist and their peculiarities, how to prepare and plan the visit to a detention facility, what questions to pose to the detainees and how to conduct the interviews. The event will provide a direct opportunity for the broader non-governmental organization (NGO) community, as well as other key stakeholders to better adapt the project for their needs and priorities as regards prevention of torture.
- Study visits to Norway and Sweden
Visits to various types of detention facilities and other related institutions will provide an opportunity for members of the national bodies (NPMs) of partner countries and the Russian torture prevention mechanisms to witness the visits‘ methodology in action.
- Analysis of international and regional standards
During the implementation of this task, the working group and invited experts will analyse existing standards and its implementations in the Baltic, Nordic regions and Russia, identify and describe the best practices as well as common problems.
Methodology for human rights NGO‘s and institutions visiting places of detention will be prepared. Methodology will:
- provide practical and feasible instructions and advice for conducting monitoring of and reporting on places of detention and human rights conditions
- include stakeholders experiences and expert comments
- consider the different legal, social, economic and political conditions in the participating countries.
Training on Methodology will take place. The aim of the training is to transfer knowledge and skills that are necessary for human rights NGOs involved in prevention of torture be means of monitoring places of detention. |
