The project was implemented by four partner NGOs: Citizens\u2019 Watch (St. Petersburg, Russia), Human Rights Monitoring Institute (Vilnius, Lithuania), Civil Rights Defenders (Stockholm, Sweden) and Norwegian Helsinki Committee (Oslo, Norway).
