Both documents have been made public at the request of the Lithuanian authorities.<\/p>\n<p>Even though fewer and fewer people find themselves in detention, many convicts and detainees are still held in unhygienic conditions in overcrowded cells, with 4m2 per person and one shower a week. Furthermore, violence is on the rise in some prisons, both between convicts and doled out by the guards.
